Dr Leong graduated with a Bachelor of Medicine and Bachelor of Surgery (MBBS) from National University of Singapore in 1983. He had obtained a Master of Medicine, followed by Doctor of Medicine. Dr Leong was admitted Member of the Royal Colleage of Physicians(UK), Fellow of the Academy of Medicine (Singapore and Fellow of the Royal College of Physicians (Edinburgh).

Dr Leong is the Founding President Osteoporosis Society (Singapore), Inaugural Chairman Chapter of Rheumatologists, College of Physicians Singapore, Vice President Lupus Association (Singapore) and Vice President Asia Pacific Osteoporosis Foundation. On top of these, he is actively involved in various professional organizations.

Dr Leong is a Rheumatologist at Gleneagles Hospital. He is active in research in various areas of Rheumatology including lupus, osteoporosis and arthritis. He has written numerous scientific papers in local, regional and international medical journals as well as chapters in medical textbooks like the Oxford Textbook of Rheumatology. In collaboration with a nutritionist he has published a book for the layman entitled "101 Questions and Answers about Osteoporosis". He is a much sought after speaker at regional and international medical meetings as well as public forums on arthritis, rheumatism and osteoporosis.
